The recognition of a condition as problem depends on the perception of social actors while living in the society. Social actors not only define the problem but enforce others to accept it because problem is only consider when majority of people accept it problem. In some countries drink on public places is allow but people of this community do not accept is problem. But in Muslim countries drink is not allowed and consider social evil.
